A2: Funds prior to the enactment of the reorganization in P.L. 116-94 moving appropriations from the Bureau of Indian Affairs were automatically apportioned via OMB Bulletin 19-04 and OMB Circular A-11 section 120.41. Additionally, all prior-year unexpired funds for these purposes remain apportioned in the Bureau of Indian Affairs accounts until they are transferred over accordingly via section 114 of P.L. 116-94.
