A1: Estimated unobligated balances brought forward on October 1, 2021 on lines 6012 through 6018 represent estimated unobligated amounts on September 30, 2021 of the total funds appropriated in fiscal year 2021 for each program per sections 2001, 2002, and 2003 of the American Rescue Plan Act of 2021.

A2: Pursuant to P.L. 103-227, up to 1 percent of the funds for discretionary programs may be used to cover the costs of field reader expenses.

A3: Adjustments to the Category B projects are authorized if pursuant to adjustments in budgetary resources per A-11, Section 120.49 and 120.50.
