A1: These funds were awarded by the Department of Defense (DoD) to the Goldwater Foundation under DoDs grant-making authority, 10 U.S.C. 2192. DoDs grant terms and conditions (as well as any applicable government-wide requirements) set the terms and conditions of the grant award and execution. The grant award from DoD to Goldwater is the federal obligation that must occur within the 2 year period of availability of funds. From that point forward, Goldwater will have access to these grant funds, consistent with the grant terms and conditions, for the full period of the performance of the grant. This period of performance may be no longer than the total obligation and expenditure period of these two-year funds, which began on October 1, 2018 and will run for 7 fiscal years. At the end of the seventh fiscal year (i.e., 2025), Goldwater must treat this TAFS like one that is cancelling and present all cancellations of unobligated and obligated balances as a negative amount on SF 133 line 1029 (Unob. Bal: Other Balances withdrawn to Treasury).
