A1: To the extent authorized by law and with advance consultation and clearance by OMB on any necessary reprogramming or other notifications to the Congress, adjustments to the funding level for such activities resulting from adjustments to spending authority from offsetting collections and recoveries of prior year unpaid obligations may be provided and/or allocations may be adjusted and are hereby apportioned to the Category B activities listed without further action by OMB. If the previously approved column of subsequent reapportionment requests has changed, agency must footnote the changes accordingly with reference to the applicable reprogramming or other notifications to the Congress that resulted in the allocation adjustment.

A2: Pursuant to 31 U.S.C. 1553(b), not to exceed one percent of the total appropriations for this account is apportioned for the purpose of paying legitimate obligations related to cancelled appropriations.
