A1: The Federal Law Enforcement Training Centers (FLETC) and Science and Technology (S&T) entered into a Memorandum of Understanding on February 25, 2005 whereas FLETC would serve as the contracting support agency (CSA) to provide all contracting and technical support on behalf of S&T to construct the National Biodefense Analysis and Countermeasures Center (NBACC) to be located at Fort Detrick, MD. The MOU was amended on April 17, 2006 to also include FLETC to provide all contracting and technical support to construct the National Bio Agro-Defense Facility (NBAF).
