A2: The total amount apportioned may be increased for additional spending authority from offsetting collections received by an amount not to exceed 10% of the sum of such amounts identified in the calculation of total budgetary resources available. The amount of such increase is to be applied to the appropriate line in the application of budgetary resources.

A3: Funds appropriated by PL 117-43 and extended by PL 117-70 and PL 117-86 were apportioned to this account by OMB Bulletin 21-05. In the event of an extension of that continuing resolution beyond March 11, 2022, the amounts apportioned to this account for related activities shall be increased by the amount that automatic apportionment would have increased in the absence of this written apportionment.
