A1: Of the total appropriation for the Education Stabilization Fund under the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), in total across years, the Secretary must allocate one-half of 1 percent to the Outlying Areas, and one-half of 1 percent to the Secretary of the Interior for programs operated or funded by the Bureau of Indian Education. Of the remaining Education Stabilization Funds, 5 percent is to carry out section 312 (Governor's Emergency Education Relief Fund); 67 percent is to carry out section 313 (Elementary and Secondary School Emergency Relief Fund); and 28 percent is to carry out section 314 (Higher Education Emergency Relief Fund). Of the funds to carry out section 312, the Secretary must reserve $2,750,000,000 to provide Emergency Assistance to Non-Public Schools.
