A1: 23 USC 405(a)(8), as amended by PL 117-58, authorizes the Secretary to reallocate, before the last day of any fiscal year, any amounts remaining available to carry out any of the activities described in subsections (b) through (h) to increase the amount made available under 23 USC 402, in order to ensure, to the maximum extent possible, that all such amounts are obligated during such fiscal year.

A5: Transfers of contract authority and liquidating cash for Parent / Child activity are hereby automatically apportioned without further action by OMB. Any other transfers require apportionment of anticipated amounts. Any automatic apportionment of contract authority provided by this footnote is limited to and shall not exceed any applicable obligation limitation to such contract authority.
