In the event of a lapse in appropriations, amounts appropriated to the Secretary of the Treasury pursuant to 31 U.S.C. 3129 are automatically apportioned. These amounts are available to pay necessary expenses (including rent) for an issue of obligations authorized under 31 U.S.C. Chapter 31. The amount available may not be more than: 0.2 percent of the amount of bonds and notes authorized under 31 U.S.C. Chapter 31; 0.1 percent of certificates of indebtedness authorized under 31 USC 3104; and 0.1 percent of the amount of certificates of indebtedness authorized under the First Liberty Bond Act.
