B1: Estimated direct Mandatory carry forward includes the $10,000,000 pursuant to the Amy, Vicky, and Andy Child Pornography Victim Assistance Act of 2018, S. 2152; Child Pornography Victims Reserve section 1402(d)(6) of the Victims of Crime Act of 1984.

B2: Estimated reimbursable carry forward of $3,000,000 is for unobligated reimbursable funds received from U.S. Dept. of Agriculture.

B3: Line 1203 is $1,134,265,029 from latest FY 2022 certified August SF-133 line 1235, which includes August CVF receipts of $814,101,218.

B4: FY 2022 previously unavailable and pursuant to OMB Circular A-11 §100.14, 2 USC §906(k)(6), and 42 USC §10601(2), the budgetary resources of $213,294,000 sequestered in FY 2022 become available in FY 2023 without further legislative action.

B5: $236,892,000 FY 2023 sequester amount reduction of 5.7% applied to sequesterable budget authority of $4,156,000,000 required by the March, 2022 order pursuant to the Budget Control Act of 2011 (P.L. 112-25).

A1: Effective October 1, 2022, in the event a FY 2023 continuing resolution (CR) is enacted, the amount precluded from obligation on line 1235 shall be adjusted and resources shall be automatically apportioned accordingly in order to maintain the obligational cap carried forward as a term and condition of the FY 2023 CR as detailed in footnote B6. Therefore, the automatic apportionment to preclude from obligation the amount listed in Attachment C of the OMB CR Bulletin for FY 2023 does not apply to this TAFS.
