A1: By the 20th of each month for fiscal year 2023, State/USAID shall submit an update on total obligations and announcements to the agreed-upon obligation tracker template. [Rationale: OMB requests additional information on programmatic spending for some or all of the apportioned funds.]

A2: $10.047 billion provided by division M of Public Law 117-328 for ESF is available immediately, of which $9.9 billion is for budget support for Ukraine, $125 million is for critical energy needs, and $21.95 million is for cybersecurity support in Albania. The remaining $2.92 billion provided by division M of Public Law 117-328 for ESF is available for obligation five business days after OMB receives a spend plan, in a format similar to the spend plan submitted to OMB on June 1, 2022. If funding is required in excess of the $10.047 billion but before a spend plan is submitted to OMB, State/F may submit a reapportionment request by email which may be approved by OMB by email pursuant to OMB Circular A-11 Section 120.16.
