A1: Apportioned funds are available for obligation once the agency has worked with Treasury Fiscal Service on whether or not Treasury has made the determination that the funds are considered to be definite borrowing authority and therefore can have unobligated balances carried forward as such. Agency will provide OMB documentation from Treasury Fiscal that such determination has been made before funds can be available for obligation and reapportioned accordingly.
