B4: Pursuant to PL 118-47, Division C, Title V, Sec. 542, ICE is anticipating a non-expenditure transfer not less than $5,000,000 to ICE's annual Operations and Support account (70 24 0540). ICE received $4,817,000 of this amount from DHS OSEM in July (shown on Line 1121), and $183,000 is still anticipated. ICE now anticipates an additional $800,000 in non-expenditure transfers for the Blue Campaign pursuant to Sec. 542. Pursuant to PL 118-47, Division C, Title V, ICE is also anticipating non-expenditure transfers in of $3,970,000 for Section 503 reprogrammings. At the same time, ICE will exercise an additional non-expenditure transfer of $750,000 from 70 24 0540 to 70 X 0540 for conducting special operations under section 3131 of the Customs Enforcement Act of 1986 (19 U.S.C 2081).
