A1: Funds are apportioned with the understanding that the program must provide OMB a written notification of its intent to provide initial and final waivers to EAS-eligible communities if the community fails to maintain an average of 10 enplanements (EAS communities within the 48 contiguous United States located within 175 miles from the nearest large- or medium- hub airport) or exceeds the per passenger subsidy amounts of $200 (EAS communities within the 48 contiguous United States located within 210 miles of a medium- or large- hub airport).
