This provision shall not apply to any education programs under which funds are authorized to be appropriated to pay the fees and expenses of non-federal experts.

B2: P.L. 118-47 authorized $5,000,000 of the FY 2024 appropriation to remain available until expended for the Project School Emergency Response to Violence (Project SERV) program.
