B3: B3: Per section 14 of the April 9, 2025 Executive Order entitled "Restoring America's Maritime Dominance", the Secretary of Transportation shall take immediate action to finalize a long-term master facilities plan for modernization of the United States Merchant Marine Academy (USMMA) campus and submit such plan to the Assistant to the President for National Security Affairs (APNSA) and OMB Director for concurrence. Within 90 days of concurrence, the Secretary shall submit a 5-year USMMA capital improvement plan to the APNSA and OMB Director that is consistent with the long-term master facilities plan.
