B3: Division D, Title I, Sec. 106(b) of P.L. 118-47, Consolidated Appropriations Act, 2024 authorizes the Secretary to transfer up to 0.5 percent of each ETA discretionary appropriation made available by the Act, ''to 'Program Administration' in order to carry out program integrity activities relating to any of the programs or activities that are funded under any such discretionary appropriations". The Department transferred $1.498M from ETA’s Training and Employment Services (TES) appropriation to its Program Administration (PA) appropriation for Program Integrity purposes. From TES, $1.498M that becomes available on October 1, 2024 was transferred. This Program Integrity transfer is necessary to support the modernization and transition of the ETA grants management system and oversight to the HHS GrantSolutions platform. Pursuant to P.L. 118-47, transferred funds under Sec. 106(b) are available for obligation through September 30, 2025.
