B1: Division A, Sec. 1101(8) of P.L. 119-4, the Full-Year Continuing Appropriations and Extensions Act, 2025, continues the transfer authority outlined in Title I, Division D, Section 106(a) of P.L. 118-47, the Further Consolidated Appropriations Act, 2024, which authorizes the Secretary to transfer Employment and Training Administration funds made available for "technical assistance (TA) services to grantees to 'Program Administration' when it is determined that those services will be more efficiently performed by Federal employees." ETA proposes to collect $14.9 million in General Funds from TES and CSEOA for this purpose. Although a portion of the funds became available April 2025, all funds are available July 2025. ETA does not plan to collect and start obligating these funds until July 2025 (the fourth quarter of FY 2025).
