B1: Under Section 1607 of Public Law 119-4, Universal Service programs authorized by 47 U.S.C. 254 and amended by Section 302 of title III of Public Law 108-494, are exempted from Section 1341 and Subchapter 15 of Title 31, U.S.C. (the Anti-Deficiency Act), through September 30, 2025.  Therefore, this apportionment is effective for amounts associated with programs authorized by 47 U.S.C. 254 and remains in effect only until such time as the exemptions in Public Law 108-494 are further extended.

A1: Funds are apportioned with the understanding that FCC will submit a plan to OMB within 15 business days detailing how it will ensure timely recording of obligations. While the exemptions in Public Law 108-494 are not in effect, the FCC is responsible for ensuring that obligations in the High Cost and Low Income programs are recorded in a timely manner, consistent with the requirements of the Anti-Deficiency Act. The FCC is also responsible for continuing, as a matter of regular practice, to collect only the amount needed for obligations in each universal service program. [Rationale: OMB requests additional information on programmatic spending for some or all of the apportioned funds.]
