B3: Division A, Title I, Sec. 1101-1105 of P.L. 119-4, Full-Year Continuing Appropriations Act, 2025, which continues Division D, Title I, Sec. 106(b) of P.L. 118-47, Further Consolidated Appropriations Act, 2024, authorizes the Secretary to transfer up to 0.5 percent of each ETA discretionary appropriation made available by the Act, ''to 'Program Administration' in order to carry out program integrity activities relating to any of the programs or activities that are funded under any such discretionary appropriations". This Program Integrity transfer is necessary for the oversight and support of the operations, maintenance, and continued enhancement of the ETA grants management system in the HHS GrantSolutions platform. Pursuant to P.L. 119-4, transferred funds under Sec. 1101-1105 are available for obligation through September 30, 2026. The Department proposes to transfer $5.759 million from ETA’s Training and Employment Services (TES 016-2025-2026-0174), Community Service Employment for Older Americans (CSEOA 016-2025-2026-0175), and State Unemployment Insurance and Employment Service Operations (SUIESO 016-2025-2026-0179) appropriations to its Program Administration (PA 016-2025-2026-0172) appropriation for Program Integrity purposes. Of the total transfer for Program Integrity ($5.759 million), $3.303 million ($1.229 million from TES, $2.025 million from CSEOA, and $0.049 million from SUIESO) will be transferred from carryover of General Funds, and $2.456 million (all from SUIESO) will be transferred from carryover of Offsetting Collections (Unemployment Trust Fund).
