A3: Amounts apportioned on this line are available for obligation provided that, from the date of this apportionment, DOW complies with the clearance requirements of section 22.3 and 22.4 of OMB Circular A-11 for all matters concerning shipbuilding, including matters concerning rescission or reappropriation of such appropriated amounts, and applies the same clearance requirements to all official materials for public release concerning shipbuilding procurement actions, including requests for information or proposals, modifications, commitments, awards, and Navy force structure changes. If OMB determines that DOW has failed to comply with such sections 22.3 or 22.4 or the clearance requirements related to public release referenced above, OMB will notify DOW in writing and DOW must seek reapportionment prior to further obligation of such amounts as of the date of such notice.
