B5: The Working Families Tax Cut Act (P.L. 119-21) forecloses auction of frequencies in the lower 3 GHz band (3.1-3.45 GHz), and as a result, OMB withdrew its approval for agencies to study those frequncies as candidates for auction. Consequently, agencies must return unobligated funding previously provided to study the lower 3 GHz band. On the third apportionment, USCG returned $1,914,000 in prior year unobligated balances from the lower 3GHz pipeline study, which is precluded from obligation in 2026. On this fourth apportionment, multiple agencies (DOW, DHS, DOT, DOT/FAA, NSF) returned $105,976,481 from the lower 3 GHz pipeline study (see Agency PY Lower 3 GHz Return tab), and DOT returned (in error) $241,000 from the 7 GHz study. (DOT will request to have $241,000 transfered back to DOT on a future apportionment, since the 7 GHz study is ongoing.) Pursuant to statute, NOAA returned $9805.31 to the SRF following the completion of the 1675-1680 MHz study. The total amount returned of $106,227,286 on this fourt apportionment is precluded from obligation in 2026.

B2: New budgetary resources in the Spectrum Relocation Fund were subject to sequestration of 5.7% in FY24. $67,216,619 in previously sequestered funds became available in FY 2026.

B1: Pursuant to statute, on November 23, 2021, OMB submitted a 45 day notice of "subsequent transfers" to Congress of the intent to transfer no more than $293,275,897 in additional transfers to the Department of Justice (DOJ) to complete its AWS-3 transition. OMB apportioned $52,959,040 in FY 2022, $67,893,074 in FY 2023, $74,588,167 in FY 2024, and a net transfer of $66,625,341 FY 2025 for DOJ's AWS-3 activities, leaving a balance of $31,210,275. (Note: the 2025 net transfer reflects that DOJ returned $4,800,000 2025 to be transferred from the SRF to another TAFS in 2025, and that $4,800,000 was precluded from obligation in 2025, but becomes available again in 2026.) The initial 2026 apportionment reflects a transfer of $15,605,138 from the SRF to DOJ/FBI (15X0200) for AWS-3 activities.

B10: Pursuant to statute, on April 30, 2026, OMB submitted a 60 day notice with approved 2690-2900 MHz pipeline plans totaling $191,495,000 across multiple agencies (DOW, DOT, NASA, NOAA, NSF, and USCG). This fourth SRF apportionment reflects transfers of $47,950,996 for DOW. Becase the letter was transmitted on April 30, 2026, the 2690-2900 MHz pipeline funds cannot be transferred until after June 29, 2026.

B3: Pursuant to statute, on January 15, 2025, OMB submitted a 60 day notice with DOD's approved 7-8 GHz pipeline plan totaling $159,567,000, and during FY 2025 DOD received a net transfer total of $16,053,510. The second SRF apportionment reflected FY 2026 transfers to DOD totaling $46,218,166 for the 7-8 GHz pipeline study. The third SRF apportoinment reflects additional FY 2026 transfers to DOD totaling $4,583,736 for the 7-8 GHz pipeline study. This Fourth SRF apportionment reflects additional FY 2026 transfers to DOW totaling $12,834,270.

B6: Pursuant to statute, OMB submitted a 45 day notice of "subsequent transfers" to Congress of the intent to transfer no more than $353,301,697 in additional transfers to the Department of Defense for AWS-3 related transition expenses. The letter was transmitted on December 23, 2025, meaning AWS-3 funds could not be transferred before February 7, 2026. During FY 2026, DOD requested $29,733,652 for AWS-3 activities under the third SRF apportionment. This fourth SRF apportionment reflects additional FY 2026 transfers to DOW totaling $3,210,000 for AWS-3 activities.

B7: Pursuant to statute, OMB submitted a 45 day notice of "subsequent transfers" to Congress of the intent to transfer no more than $19,785,093 to agencies with systems affected by the Citizens Broadband Radio Service (CBRS) auction (i.e. DOD). The letter was transmitted on December 23, 2025, meaning CBRS funds could not be transferred before February 7, 2026. During FY 2026, DOD requested $6,534,563 for CBRS activities under the third SRF apportionment.

B8: Pursuant to statute, OMB submitted a 45 day notice of "subsequent transfers" to Congress of the intent to transfer no more than $12,432,202,810 to agencies with systems affected by the 3450-3550 MHz auction (i.e. DOD). The letter was transmitted on December 23, 2025, meaning 3450-3550 MHz funds could not be transferred before February 7, 2026. During FY 2026, DOD requested $543,736,352 for 3450-3550 MHz activities under the third SRF apportionment. This fourth SRF apportionment reflects additional FY 2026 transfers to DOW totaling $12,450,222 for 3450-3550 MHz (AMBIT) activities.

B9: Pursuant to statute, on April 10, 2026, OMB submitted a 60 day notice with an approved 1680-1695 MHz pipeline plan for NOAA totaling $8,098,400. This fourth SRF apportioment reflects a transfer of $8,098,400 for NOAA. Because the letter was transmitted on April 10, 2026, the 1680-1695 MHz pipeline funds cannot be transferred until after June 9, 2026.
