A5: All funds not apportioned prior to April 2, 2026, are available for obligation consistent with the FY 2026 President’s Budget, except for travel unrelated to America 250 or the Arabian leopard program, or to the extent required by law. For all other funds hereby apportioned exclusive of lines 1151 and 1740, but including travel unrelated to America 250 or the Arabian leopard program, the following restrictions shall take effect on June 20, 2026: the agency must request, and OMB must approve, a written reapportionment specifying each activity and the associated estimated federal obligation amount for such activity.
