A1: By statute 22 U.S.C. § 3968(a)(1), the State Department is required to establish compensation plans for foreign national employees of the Foreign Service in foreign countries; and, under subsection (b) of 22 U.S.C. § 3968, other government agencies are authorized to administer foreign national employee compensation programs in accordance with the applicable provisions of the Foreign Service Act.  The authority addresses foreign national employees.  Therefore this account (12-X-8558) will fund foreign service national employees for the purpose of establishing a severance account to obligate the United States Government's liability.
