Con. Res. 14, which foreclosed auctions of frequencies in the 7.4 and 8.4 GHz and 3.1- 3.45 GHz bands. Any unspent amounts remaining at the conclusion of an approved study within the 7.4 and 8.4 GHz must returned to the SRF, all unobligated SRF funding previously provided to study the 3.1- 3.45 GHz band as candidate for auction must be returned to the SRF, and any future deobligations or recoveries must be returned to the SRF.
