B1: An adjustment of –$98,884 is required to exclude investment earnings from FY 2013 through FY 2026 that are not available for obligation under P.L. 112‑55, the Consolidated and Further Continuing Appropriations Act, 2012. Total budgetary resources available for obligation include only unobligated interest accrued through FY 2012, consistent with 51 U.S.C. § 40902, as amended by P.L. 112‑55, subsection (d), which states, "The interest accruing from the National Aeronautics and Space Administration Endeavor Teacher Fellowship Trust Fund principal shall be available in fiscal year 2012 for the purpose of the Endeavor Science Teacher Certificate Program.”
