B1: Pursuant to statute, on November 23, 2021, OMB submitted a 45 day notice of "subsequent transfers" to Congress of the intent to transfer no more than $293,275,897 in additional transfers to the Department of Justice (DOJ) to complete its AWS-3 transition. OMB apportioned $52,959,040 in FY 2022, $67,893,074 in FY 2023, and $74,588,167 for DOJ's AWS-3 activities, leaving a balance of $97,835,616. The initial apportionment reflects a transfer of $66,625,341 from the SRF to DOJ, which includes $22,605,138 to FBI (15X0200); $35,986,882 to DEA (15X1100); and $8,033,321 to USMS (15X0324) for AWS-3 activities. The second apportionment reflects a transfer of $4,800,000 from the SRF to DOJ/JIST for AWS-3 activities, for a total of $71,425,341 transferred to DOJ year-to-date.

The letter was transmitted on November 13, 2024, meaning CBRS funds could not be transferred before December 30, 2024. During FY 2025, DOD requested $12,815,242 for CBRS activities under the third SRF apportionment. DOD requested $289,147 for CBRS activties under this fifth SRF apportionment.

B7: Pursuant to statute, OMB submitted a 45 day notice of "subsequent transfers" to Congress of the intent to transfer no more than $12,639,994,889 to agencies with systems affected by the 3450-3550 MHz auction (i.e. DOD). The letter was transmitted on November 13, 2024, meaning CBRS funds could not be transferred before December 30, 2024. During FY 2025, DOD requested $387,632,407 for 3450-3550 MHz activities under the third SRF apportionment. DOD requested $34,825,177 for 3450-3550 MHz actvities under this fifth SRF apportionment.

B8: Pursuant to statute, OMB submitted a 60 day notice with approved Pipeline plans for the 7-8 GHz Pipeline study totaling $104,657,293 for the following nine Federal entitites: DHS, DOE, DOJ, DOT, USCG, DOI, NASA, NOAA, NSF. (Note this Congressional notification did not include DOD's Pipeline plan, as it was not approved until later.) The letter was transmitted on November 7, 2024, meaning no Pipeline funds could be transferred before January 6, 2025. DOD's 7-8 GHz Pipeline plan totaling $159,567,000 was transmitted on January 15, 2025, meaning no DOD Pipeline funds for 7-8 GHz can be transferred before March 17, 2025. The total amount to be transferred in FY 2025 to DOD on this fifth SRF apportionment is $69,470,633. The letter was transmitted on January 15, 2025, meaning no Pipeline funds can be transferred before March 17, 2025. The total amount to be transferred in FY 2025 on this fifth SRF apportionment is $331,420,989, of which $277,544,989 is for DOD and $53,876,000 is for DHS, USCG, DOT, NOAA, and NSF.
